Mission Statement

The Eagles' Wings Foundation Educational Advisory Board members represent a diverse collection of first responders and emergency services professionals. These individuals are highly educated and trained in the areas of first response including military, medical, forestry, health care, law enforcement, homeland security, weapons of mass destruction, public health, healthcare management, forensic medicine, and emergency management.

With its combined knowledge and experience, the Educational Advisory Board is dedicated to providing national leadership and expertise in resource development with further education properties, information, networking and professional opportunties to advance those professionals whose goals are saving lives and protecting their communities and environment during emergencies and disasters.

Bio

Retired Brigadier General (PA) is a Senior Strategic CBRNE Functional Analyst for the US Government, private industry and state governments as a contractor for Stewart and Associates. He is a subject matter expert (SME) in Homeland Security, Weapons of Mass Destruction, Public Health, Healthcare Management, Forensic Medicine and Chemical, Biological, Radiological, Nuclear (CBRN) for the Corporation and the U.S. Federal Government developing and promulgating strategic papers, policies and educational developmental courseware. He holds Top Secret SSBI / SCI: TK, HCS, G, RD, CNDWI, PN, and NATO clearances with LEA Polygraph.

He is a consultant and SME for the development of an All-Hazards CBRN Training Center developing a pilot program that established the foundation for a national training facility addressing at the time FEMA’s 15 National Planning Scenarios and Weapons of Mass Destruction (WMD) programs. The training addressed the CBRNE arena enabling effective mass casualty care and integrated emergency response. He worked with numerous agencies, and exercised successful leadership in broad multi-organizational programs utilizing effective communication skills representing research programs to a broad community including foreign nations such as Mexico, Lithuania, Israel and Canada in policy-sensitive areas as a national expert in CBRN programs and in the field of cardiopulmonary sciences.

He was Special Assistant to the Adjutant General, PA and Liaison Officer for the Pennsylvania Emergency Management Agency and Director of Intelligence (J2) Joint Staff, Joint Forces Headquarters-Pennsylvania. For the past 15 years, successfully managed multi-million dollars budgets and programs, met tight deadlines, and delivered projects on time and under budget. He has the ability to represent the National Guard to external audiences using various traditional media and social media outlets to build and maintain alliances with respect to the operational mission of the Guard. He developed Public Affairs verbiage and worked with media on articulating status of operations.

He was the owner and founder of several healthcare, ambulance, medical therapy, security and forensics businesses. He is a former hospital administrator having managed multi-million dollar profit centers. He provided executive consulting and management for local, state and national companies and U.S. government in the field of medicine and security investigative services. He developed centers of excellence using CQI and TQM.

He is a former Project Manager of the $35 Million Strategic Bio-defense Emergency Operations and Communications System at the University of Pittsburgh Medical Center (UPMC). He leveraged UPMC experience and developed for the PA National Guard, a solution that established the foundation for an electronic bio-defense information network that enabled effective mass casualty care and integrated emergency response. The solution comprised of four discreet but interrelated components: 1--a Bio-defense Incident Command System, 2--an Emergency Mass Notification System, 3--a Bio-defense Web Portal, and 4--a Bio-defense Schoolhouse. Together, these components established the proof of concept for a regional bio-defense information network for 13 counties in Western Pennsylvania that connected key civilian and PA National Guard response agencies, and served as a model for the rest of the country. His experience in designing and managing significant, outcome-oriented research programs was evident in his receiving numerous awards and Congressional recognition. He exercised successful leadership in broad multi-organizational programs utilizing effective communication skills. In addition, he represented research programs to a broad community and in policy-sensitive areas as a national expert in CBRN and cardiopulmonary sciences.

He is the former Commander, Joint Task Force Chemical, Biological, Radiological, Nuclear and High Yield Explosives (CBRNE) for the National Security Special Event, G-20 International Forum in Pittsburgh, Pennsylvania working with a staff of over 2,500 uniformed personnel for Major General Marchi, Joint Task Force Commander. He executed all CBRNE missions without incident for the President of the United States of America and 20 world leaders and the international community September 2009.

He supervised and led large multifaceted organizations as a military Commander. He managed a Joint Emergency Operations Center for catastrophic events such as Hurricane Katrina and Rita, large floods and snow emergencies, the anthrax attacks on the Homeland and other incidents of national significance. He co-jointly wrote and was Exercise Director for numerous Table-Top, small scale to large scale exercises such as Red Rose, Steel Rose, 10Kt, involving more than 70 agencies federal, DOD, State and local, 30 hospitals and many 100’s of participants. He has experience in organizing special staffs, as necessary to eliminate complex problems or barriers to ensure mission accomplishment, promote team building, and implement quality improvements, in response to regulatory compliance and customer requirements. He worked with Biological Warfare Agents and performed research on toxins and other agents at several BSL-3 labs and chemical surety facilities.

He was Commander, 3rd Weapons of Mass Destruction (WMD)-Civil Support Team, US Army from 1998-2005. In this capacity he was responsible for the employment of a rapid response team to incidents of WMD for the Federal Emergency Management Region III which encompasses Pennsylvania, the District of Columbia, Delaware, Maryland, Virginia, and West Virginia. His Team deployed to 42 real-world WMD or criminal incidents and participated in more than 60 exercises. He was a member of the Homeland Security Advisory Board, American College in Forensic Examination International and is a Certified Homeland Security Faculty at CHS Level V. He designed CHS level IV and V courseware, testing and instruction.

He held College Faculty appointments as Adjunct Professor for California College Respiratory Therapy Program, Adjunct Assistant Professor at the University of Nebraska Graduate School, Physician Assistant Program and Wilmington University Graduate School, Nurse Practitioner Program teaching Advanced Pathophysiology, visiting Assistant Professor of Rehabilitation Services and Natural Sciences at the University of Maryland Eastern Shore, Adjunct Faculty of Biology at Wesley College, Delaware and Full-time faculty for Respiratory Therapy at Salisbury University. He is on the advisory board for Homeland Security at Long Island University, New York; Saint Joseph University, Pennsylvania, Pennsylvania State University, and University of Pittsburgh Medical Center, Pennsylvania. He provided advice and homeland security course work for Pennsylvania State University as Adjunct faculty and co-developed a Master’s degree in Homeland Security for several universities. He has numerous published scholarly and scientific works in peered-reviewed national and international journals and has provided more than 100 lectures on 50 developed classes and courses ranging from continuity of operations, biological diseases, WMD, CBRNE, business continuity and healthcare. He is an active Paul Harris Fellow, Rotary International, a Gideon’s International member and sits on numerous philanthropic boards.

Dr. Babak Nayeri

Vice Chairman

Bio

A veteran healthcare executive with over 16 years of experience in complex health center operations, including the U.S. military health systems, Dr. Nayeri has dedicated his professional career to population health, health systems improvement, healthcare emergency preparedness, and teaching the future workforce. Currently he serves as the State of Arizona, Director of Healthy Aging.

Past leadership roles include: President and CEO of MDProvider and Chief Clinical Officer for Tigua Enterprises, Inc., which provided military health systems support initiatives. Dr. Nayeri further served as the Director of the RSIC Department of Health & Human Services with the largest ambulatory health center in Nevada. Under his leadership the medical team completed the Framework for Healthcare Emergency Management and emergency medical operations and subsequently received recognition for their model multiagency collaborative emergency preparedness plan. He also served in leadership positions for the U.S. Public Health Service, Indian Health Service.

Dr. Nayeri has led inter-professional teams to enhanced performance through strategic thinking, innovation, and proven business models. Nayeri is considered by leaders as an effective mentor to service teams and peers.

Dr. Bruce Tefft

Bio

Dr. Bruce Tefft served 21 years in the CIA, including 17 years abroad, many as a CIA Chief of Station; and was a founding member of the CIA’s Counter Terrorism Center in 1985. He has over 35 years experience in foreign affairs, intelligence and counter-terrorism. In addition to extensive research and teaching of counter-terrorism methods and techniques, he has also developed course material for Bachelor and Master-level degree programs in Homeland Security and Counter-terrorism.

Dr. Tefft has provided counterterrorism training for local and Federal law enforcement agencies in the United States, Canada, Italy, Mexico, the Caribbean, and Puerto Rico from 9/11 to the present. He has worked closely with major allied nation intelligence organizations and U.S. Government departments such as State and Defense; the Federal Bureau of Investigation; the Drug Enforcement Agency; Defense Intelligence Agency; Defense HUMINT Service; the Bureau of Alcohol, Tobacco, Firearms and Explosives; and the U.S. Marine Corps. Prior to 9/11, Dr. Tefft was a guest lecturer at the U.S. Marine Corps University at Quantico and trained hundreds of Marines in California and North Carolina before the deployment of the Marine Expeditionary Units (MEUs). Dr. Tefft prepared a Terrorism Awareness Security training course for 14,000 Amtrak employees that was delivered nationwide.

Since 9/11, Dr. Tefft has traveled more than 350,000 miles, training nearly twenty thousand law enforcement officers and first responders in the U.S., Canada, Europe, and Mexico. He has served as the New York Police Department’s Counter-Terrorism and Intelligence advisor. Tefft has also taught terrorism courses at the US Marine Corps University in Quantico and George Mason University. Dr. Tefft runs an international open source (OSINT) collection network which reviews more than 2,000 articles and messages per day from law enforcement, intelligence, military, academic and media sources world-wide and disseminates approximately 10% of these to 15,000 subscribers with appropriate commentary.

Tefft is a former director of the CRA Threat Assessment Center and Vice President of the Rome think tank, the Western Defense Studies Institute.

Dr. Tefft has been awarded 3 CIA Awards for Exceptional Service under conditions of hazard and hardship; and 4 CIA Awards for Exceptional Performance and Superior Accomplishment. He is a member of the Special Forces Club, London; National Military Intelligence Association; Association of Former Intelligence Officers; International Association of Counterterrorism and Security Professionals; and Royal Canadian Military Institute.

William Oberholtzer

Bio

William Oberholtzer is a retired army officer with over 23 years’ service in the combat arms. A recognized visionary, he established the first research teams for the Army Research Institute for the Psychological and Behavioral Sciences, addressing the unique needs of the Special Operations Community and challenges of international terrorism. When the United States Army established the National Training Center, William was selected to help establish the Light Infantry Observer Controller Team to train and develop doctrine for light infantry forces undergoing free play, force-on-force training in the Mojave Desert.

Following active duty, William Oberholtzer was a Junior Reserve Officers Training Corps (J.R.O.T.C.) Senior Army Instructor for the Delaware Public School System. During his ten year tenure, he established the state’s first Magnet J.R.O.T.C. and built educational partnerships with the Army Research Laboratory, National Security Agency, Nation Aeronautics and Space Administration, Threat Reduction Agency, Department of Energy and numerous private and civic organizations. Additionally, William incorporated Emergency Management studies, into the curriculum, enabling students to receive college credit upon completion.

As President and CEO of VECTOR Inc., specializing in terrorism, counter- terrorism, civil and military preparedness, training and research and development, William was the initial designer of the National All Hazards Training and Simulation Center which has been used as a template for many of this Nation’s premier emergency services training facilities. In addition to training and curriculum development, VECTOR was sought after to develop table top and full scale exercises.

As an adjunct professor for the University of Maryland, University College, William developed, wrote, and presented the original curricula on Infrastructure Protection which addressed all aspects of facility hardening and personnel protection. Students were required to apply lessons learned from practical exercises to their personal and professional environments.

As an exercise writer for the National Guard Bureau, William Oberholtzer was key in the development of exercises scenarios designed to challenge the Emergency Response assets of this Nation’s 54 states and territories. Exercises incorporated fabricated disaster sites which required the employment of the CBRNE resources of numerous states, as well as local emergency response organizations, to mitigate disaster consequences.

William is the author and coauthor of numerous articles addressing training and emergency preparedness which appear in professional magazines and publications.

Anthony John Piscitelli

Bio

Currently adjunct professor in the Global Transportation Department at SUNY Maritime College teaching Maritime Security classes.

Former Chairman of the Board and President and CEO of American Defense Systems, Inc.

Mr. Piscitelli has been the principal of A. J. Piscitelli & Associates, Inc., the Company’s predecessor, for 8 years. He is an acknowledged expert in security and anti-terrorism physical security systems, with over 35 years of industry experience. Mr. Piscitelli has been active in all phases of the security business, working with prison systems, police departments and Federal agencies such as the U.S. Marshall Service, FBI, other classified agencies and the airlines. Mr. Piscitelli has a BA degree from St. Johns University (1969) and a Masters Degree from City University of NY at Queens College (1972), A Master’s Degree from Norwich University in Military History (2009), and a PhD in War Studies from Glasgow University (2015).

Mr. Piscitelli is a member of various professional organizations including; American Correctional Association, American Jail Association, American Society for Industrial Security, International Society of Security Professionals, Protective Glazing Council of America and recently made a member of the American College of Forensic Examiners for Homeland Security - Level V.

He is a current U.S. Coast Guard Merchant Marine Deck Officer holding Master’s papers for Near Coastal, Steam, Sail or Motor Vessel 100 Gross tons with Towing Endorsement. Mr. Piscitelli is recently retired from the New York State Division of Military and Naval Affairs, New York Naval Militia as a Lt. Commander and head of the Intel shop N-2.Lt. Commander. Piscitelli was also the Aide to Major General Robert, L. Wolf USMC –Commanding - New York Naval Militia.

Paul Purcell

Bio

Coming from a background in the hospitality industry, Paul began his early investigative career in restaurant consulting which included a strong focus on internal and external security, and general risk management. He was approached in 1996 by an Atlanta area investigative agency to come on board as their security analyst. His early cases included an informal security analysis of the 1996 Summer Olympic Games in Atlanta conducted for a member of the Olympic Security Council.

In 1998, he, along with partners Frances Carter and Ben Willis, opened Info Quest Investigators, Inc., and has been performing security analysis for corporate and industrial locations ever since. As an investigator, Paul created "The Case File", an in-the-field investigative case management system in use by Private Investigators, Law Enforcement, and Attorney firms across the country. He also served as the Legislative Committee chairman in 2002, and state Secretary in 2003, for the Georgia Association of Professional Private Investigators.

Currently, Paul is the co-owner, Vice President, and lead security analyst for Info Quest Investigators in Atlanta, Georgia.

As a post-9/11 contribution, Paul voluntarily submitted numerous vulnerability studies concerning the FAA, the CDC, the 2001 World Series Games, the 2002 Winter Olympics, and the 2002 Super Bowl. Copies of these studies were shared with an agent of the Georgia Bureau of Investigation, and two weeks later, Paul was invited to join the DeKalb County Office of Homeland Security as a volunteer civilian security analyst. His duties included vulnerability studies of some of the county's sensitive infrastructure locations and the creation of terror attack scenarios.

During this same time period, he authored a regular civil-defense and homeland security issues column entitled "Paul's Corner" which appeared on Col. David H. Hackworth's "Soldiers for the Truth" foundation website and he served as an SFTT board member from 2001 to 2005. This column caught the attention of associates of Ross Perot's who invited Paul to attend a small homeland defense / civilian volunteer planning meeting in Baltimore, MD, in July, 2002. Shortly after that, Paul was privileged to assist the director of the Savannah area Public Health District in the formulation of emergency first responder protocols in preparation for the 2004 G8 Summit taking place on Sea Island, Georgia.

Since the completion of this book, Paul has been traveling, lecturing, consulting, and continually contributing to public safety whether through counter-terrorism planning or pandemic influenza preparedness.

Mr. Bock is a certified court expert and security professional with over 30 years of experience. He has worked in both the government and private sector in addressing security deficiencies and making recommendations for improvements for over 20 years. Regional Security Domestic Task Force (RDSTF), Region 7, Mr. Bock held the position as the Co-Chair of the RDSTF Critical Infrastructure Committee that was responsible for standardizing and implementing security surveys for over 100 cities in 4 counties in Southeast Florida.

Broward County Schools, Fort Lauderdale Florida, Mr. Bock Chaired the committee that wrote the first Elementary School Resource Officer Safety manual. Included in this document were guidelines for preventing, responding to and recovering from critical incidents in the elementary schools within the county.

Privacy Policy for Fusion Center, South Dakota, Mr. Bock authored the first privacy policy for the state fusion center that was later accepted and approved by the Department of Homeland Security.

State Homeland Security Grant Program, South Dakota, As the state director, Mr. Bock was responsible for the developing of need, projecting, budgeting, and implement of Homeland Security grant projects for the city, county and state governments. The budget for these programs exceeded $20 million annually.

Nestor served 23 years as a Military Intelligence Officer in the United States Army and retired as a Lieutenant Colonel. He is a graduate of the Military Intelligence Officer Basic and Advance Courses; Command and Staff Service School; Command and General Staff College; and received his Master's of Science in National Security and Strategic Studies from the Naval Command and Staff College, Newport, Rhode Island.
